No single office holds every record tied to Tullahoma. The city clerk keeps municipal files, while county and state offices maintain land, court, tax, vital, voter, license, and custody records. Most Tullahoma addresses fall in Coffee County. Some lie in Franklin County, where the matching Winchester office becomes the custodian. An online index may identify a record without displaying its full image.

Ordinary government records are often open, but each row has limits. Sealed cases, protected identifiers, recent vital certificates, adoption files, and some juvenile matters do not become open merely because a related index exists. Tullahoma is unusual because the city spans Coffee and Franklin Counties. A Tullahoma mailing address or the 37388 ZIP code does not settle jurisdiction. Property, court, voter, deed, and some event records follow the underlying address or filing county. City GIS and the state assessment search can distinguish Coffee parcels from Franklin parcels within city limits.

For most local records, the Coffee route leads to Manchester. Franklin-side records lead to Winchester. Tullahoma is not a county seat, so a trip to City Hall cannot replace a county counter visit. When a Coffee search gives no result, confirm the parcel or event county before concluding that nothing exists.

Tullahoma Deed Records and TitleSearcher

The Coffee County Register of Deeds records deeds, deeds of trust, releases, liens, plats, leases, judgments, powers of attorney, and other instruments. Its official route leads to TitleSearcher. Coffee and Franklin searches can be added within that service, but the official pages do not state a dependable online starting year. Older or absent results therefore belong at the Register counter, not in a guessed coverage range.

TitleSearcher supports a name and beginning or ending dates. A beginning-only date searches forward, while an ending-only date searches from 2000 through that date. It also supports cross-references, book and page links, and TIFF or PDF viewers. The service lists a $45 monthly primary-county plan, $20 for an added county, or pay-as-you-go access with a $5 deposit. Opening a name costs $0.25 and an image $2.

A result row is only an index. The recorded image may add grantor and grantee addresses, parcel data, legal description, source-title book and page, signatures, and recording stamps. “Not Indexed” means certification is not complete, so party or property details may be added later. Coffee counter payment is cash or check; mailed requests need a self-addressed, postage-paid envelope.

Search Tullahoma Property Records

The free Tennessee Property Assessment Data portal covers both Coffee and Franklin parcels. Basic search requires a county and a term of at least three characters. That term may be an owner name, street address, or parcel ID. The result can show an owner and mailing address, the physical or situs address, classification, values, sales, subdivision details, and deed references.

The mailing address is where a tax notice goes; situs is where the parcel sits. Neither alone proves that an owner lives there. Use the parcel ID with Coffee County GIS for mapped context, then use the deed book and page with the Register for title documents. The Assessor can supply a parcel card, and the Trustee can address current or older tax rolls.

Tullahoma Court Records Have Branches

Court access depends on both jurisdiction and case type. Coffee County Circuit Court has broad civil and criminal jurisdiction and hears appeals from Municipal, Juvenile, and General Sessions courts. General Sessions handles limited civil and criminal matters. Chancery handles equity matters and often probate, estate, and divorce files. Tullahoma City Court separately handles municipal-code and traffic matters, while Franklin County courts serve the city’s Franklin side.

The Coffee County court-record page separates Circuit and General Sessions links. Its docket page posts dated PDFs for General Sessions criminal and civil matters plus Circuit criminal and civil matters. A docket is a hearing calendar, not the complete case file. It may identify parties, a case number, hearing date, caption, counsel, judge, and scheduled action. Confirm the outcome with the clerk.

For a full file, give the Circuit Court Clerk the division, case number, party names, approximate year, and documents sought. Ask about on-site inspection, archived storage, certification, delivery, and payment before ordering. Tullahoma Vital Records Change Hands

Recent birth, death, marriage, and divorce certificates remain with the Tennessee Office of Vital Records for set periods. Birth records transfer for public access after 100 years. Death, marriage, divorce, and annulment records transfer after 50 years under T.C.A. § 68-3-205(e)-(f). Once transferred, the Tennessee State Library and Archives becomes the better historical route.

The application route makes the difference between an index search and an official certificate clear. Mail orders require a signed form, payment, and qualifying identification or notarization. In-person service is available through the state office, and county health departments can issue statewide birth and death certificates. Online orders use the state-authorized vendor and add vendor or shipping charges.

County offices cluster in Manchester for Coffee County matters. Calling first can prevent a wasted visit, especially when a file has moved to archives or a certified copy needs special payment. These keepers cover the most common Tullahoma requests.

Limits on Tullahoma Record Access

TPRA does not override every confidentiality law. Adoption files are sealed under T.C.A. § 36-1-126. Dependent-and-neglect juvenile proceedings are closed under Tennessee Juvenile Rule 114. Sealed or expunged cases, protected voter identifiers, active-investigation details, victim data, and personal motor-vehicle information may also be withheld or redacted. Safe at Home adds special protection for participant addresses and voter information.

A released index can omit data that the underlying file contains, and an underlying file may carry redactions. Likewise, the Tennessee Information Protection Act took effect July 1, 2025, but its consumer rights do not erase deeds, court files, or other government records governed by separate public-access laws. Ask the custodian to cite the exact exemption when material is denied.

Tullahoma Custody and Registry Records

The Coffee County Sheriff is the local source for current Coffee custody confirmation, booking information, and incident records, but no stable public jail name-search form was verified. Call 931-728-3591 with a full name and birth date if lawfully known. Police or crash reports should go to the agency that created them, with the incident number, date, location, and involved party.

Two statewide tools cover different ground. Tennessee FOIL covers people currently or formerly under TDOC custody or supervision. It is not a local warrant or misdemeanor database. The TBI Sex Offender Registry accepts name, partial last name, address, city, county, ZIP, offender ID, and status criteria. TBI updates the registry daily but warns that source information can change and requires official verification.

Tullahoma Archives Bridge Record Gaps

Coffee County’s early record history has a real quirk. Authoritative sources disagree about the courthouse fire date. The Tennessee State Library and Archives says 1876, while another official chronology suggests a fire before the present courthouse replaced the first in 1871. A locality source gives 1870 and reports damage to early marriage records. The sound approach is to test survival by record series instead of forcing one date.

WPA transcriptions help bridge damaged or difficult originals. Name indexes cover Coffee County Court Minutes for 1836 through 1841, marriages in three runs from 1853 through 1886, wills from 1833 through 1860, and land-deed genealogy volumes from 1836 through 1850. Coffee County Archives offers permanent records, loose court materials, minute books, counter help, and research requests. Its posted Tuesday hours are 9:00 a.m. to 3:00 p.m.

When online coverage ends, provide the archives with the person’s name variants, record type, approximate year, and county. Inspection at the archive, a reference request, and TSLA catalogs are the practical fallback channels.

Request Tullahoma Public Records

TPRA, T.C.A. §§ 10-7-501 through 10-7-515, uses a decentralized system. Send the request to the office that keeps the record, not to the Office of Open Records Counsel. Access generally protects Tennessee citizens. Readily available material should be provided promptly. If prompt access is not practical, the keeper must respond within seven business days by producing it, denying it with a legal basis, or giving a reasonable production timetable.

1. Identify the city, Coffee County, Franklin County, or state custodian by record type and geography.
2. Check the official index, docket, GIS, or application route, and save any parcel, case, book-page, or instrument number.
3. Describe a reasonably identifiable record by names, dates, subject, address, department, and preferred format. State Tennessee citizenship if requested.
4. Ask to inspect first or request copies. Get an estimate before approving labor, certification, media, postage, or vendor costs.
5. If denied, request the cited exemption, narrow or clarify the request, and consult the Office of Open Records Counsel. Judicial enforcement proceeds under T.C.A. § 10-7-505.

Tullahoma’s city inspection and duplication form can route requests for police, fire, recreation, public works, codes, planning, administration, recorder, and finance files. Inspection alone ordinarily does not require that written form. A focused request saves time because it tells the coordinator which department, date range, event, address, subject, or case number should be searched.
